The internet was first introduced in Zimbabwe in 1997, following the establishment of the first internet-service provider (ISP), Data Control, in 1996. The medium’s development has been rather uneven and erratic, owing to severe political and economic crises that have gripped the country since 2000.In 2009, the Mugabe-Tsvangirai Government of National Unity established a Ministry of Information and Communications Technology to focus on ICT growth and development.[1]

In  June 2011, Zimbabwe's president, Robert Mugabe, was a victim of online attacks by supporters of WikiLeaks ( Anonymous).

Anonymous said they had brought down government websites after Mugabe's wife (Grace Mugabe) sued a newspaper for publishing a WikiLeaks cable that linked her with the alleged trade in illicit diamonds .

Anonymous attacked The Zimbabwean government website which was unavailable to use, while the finance ministry website displayed a message saying it was under maintenance.

Second Attacks

In 2016, The online hacktivists Anonymous conducted a series of cyber attacks on the Zimbabwe government for #ZimShutDown2016 or#ShutDownZimbabwe, a protest movement in which citizens are protesting against the Robert Mugabe’s government who has been in power for last 36 years.

 

this attack on Zimbabwe an government website disrupted the online service of the country’s official portal (zim.gov.zw), ZANUPF – Zimbabwe African National Union- Patriotic Front (Zanu-PF) and Zimbabwe Broadcasting Corporation (zbc.co.zw).

First Attacks 

After Anonymous attacked Zimbabwe in first time,  Anonymous, said on its website: "We are targeting Mugabe and his regime in the Zanu-PF who have outlawed the free press and threaten to sue anyone publishing WikiLeaks."

Zimbabwe looking forward to the enactment of the Cyber security and Data Protection Bill, 2019.

 

The purpose of this Bill is to consolidate cyber related offences and provide for data protection with due regard to the Declaration of Rights under the Constitution and the public and national interest, to establish a Cyber Security Centre and a Data Protection Authority, to provide for their functions, provide for investigation and collection of evidence of cybercrime and unauthorized data collection and breaches, and to provide for admissibility of electronic evidence

for such offences.
